This study combines theory and empirical research to explore how value is created in a  public private partnership in animal biotechnology.  Value creation in a heterogeneous network has attracted attention from scholars in the fields of strategic management to sociology to economics.  Transaction cost economics view value creation as a chain of tangible activities that are often associated with economic exchanges.  The primary focus is on what primary activities should be configured into an efficient network.  The network is made of discrete exchanges and administrative fiat to transform inputs into products rather than input-product transformations based on simultaneous and parallel exchange. Sociology suggests that more intangible resources are responsible for value creation. Therefore, value is created through networks of individuals playing no subordinate roles but, instead, are engaged in reciprocal, preferential, and mutually supportive actions. The primary focus is on the emergence of social structure on value creation. It asserts that value is created by configuring organizations into networks that enable them to take advantage of the capabilities of the other organizations in the network.  The strength of its relational ties are said to allow valuable information to pass between participants in the network. The central observation is that no one theoretical frame can completely explain value creation in complex organizations. A micro and meso-level analysis of the Kansas City Animal Health Corridor provides broad support  for how value is created in the animal health industry.  The objective of this study is to  examine value creation over a period of time, measure the value creating linkages between constituent organizations  and test hypothesis of value creation in the Corridor.
